‘Learning from the Best’: Jamaica’s Importation of Development Prototype from Singapore Sagacious – Joe Issa

shows sound judgement choosing to learn from Singapore, stating the little
learnt would magnify Jamaica’s development outcomes many folds.
“If we can learn even a little bit from
Singapore, we would have taken a huge leap towards our economic development and
in particular our strategies, systems and processes.
“Singapore has a long and
stable history of economic development and it has remained the best for
years…We couldn’t have chosen a better partnership to help us grow our human
resource base and the economy”, said Issa.
Issa was commenting on an
addendum signed a Memorandum of Understanding between Singapore and Jamaica,
which will see more than 200 Jamaican government officials trained in key areas
of economic development by Singaporean experts, the Jamaica Observer reported
recently.
A week-long study visit
to Singapore has already been undertaken by heads of various key ministries,
departments and agencies to learn about Singapore's industrialisation journey,
key components in the successful planning of a Special Economic Zone (SEZ), and
gain insights on how industrial and business parks are being developed there.
In the next initiative, a series of workshops will be held
in Jamaica to inform of Singapore's experience in various aspects of development
including the economy, human capital, processes and systems.
Also, in addition to strategies
in SEZs, government officials are to be exposed to Singapore's experience in strategic
workforce planning for industry development, as well as its Digital Government
journey.
According to the paper, “the Jamaica Special Economic Zone Authority
(JSEZA) and Singapore Cooperation Enterprise
(SCE) recently signed an addendum which is expected to focus on the development
of a national airports system plan based on assessment of the national policies
and legal framework, airport infrastructure, aviation capacity, commercial
performance, and projected demand and economic opportunities from air travel.”
It said the addendum came “as a
result of a three-part programme arising from the MOU signed in December 2016
and will see Jamaica benchmarking Singapore – the global leader in logistics —
for the development of special economic zones (SEZ) in Jamaica.”
Under the third
initiative, a concept plan for an identified site for the SEZ will be developed
to allow JSEZA to commence planning, marketing and promoting the SEZ while developing a series of action plans “to
support Jamaica's development as a pro-business destination for both foreign
investors and local enterprises.”
“The action plans will
cover three key areas – policy enhancements, promotion strategies and cluster
development, and development of facilitation centres for foreign investors and
local enterprises,” the paper reported.
